Construir Portugal: a New Strategy for Housing, was announced by the Portuguese Government
The Portuguese government has launched a new strategy for housing, presenting 30 measures to address the housing crisis. This plan, announced shortly after the current administration took office, focuses on increasing housing supply, promoting public housing, rebuilding trust among stakeholders, supporting youth housing, and ensuring housing accessibility.
Key initiatives include unlocking 25,000 homes under the Recovery and Resilience Plan and revising land laws to allow sustainable housing solutions. For young people, measures include tax exemptions and public guarantees to facilitate home purchases, alongside a revamp of the Porta 65 program to better reflect current economic realities.
Student housing will be addressed through an emergency program, coupled with the National Accommodation Plan 2025-26, aiming to provide 18,000 additional beds. To rebuild confidence, the government will revoke forced rental laws and the Extraordinary Contribution on Local Accommodation, instead delegating regulation to municipalities.
Increased transparency will be achieved with the creation of a portal by the Institute of Housing and Urban Rehabilitation within 120 days, allowing for better tracking of housing applications and processes. The comprehensive strategy aims to tackle both immediate and long-term housing challenges in Portugal.
